SUN LNG project (lapsed)

Sojitz Corporation is the proponent for the SUN LNG Project. The proponent proposed to develop a liquefied natural gas (LNG) plant and associated infrastructure and facilities at Fisherman's Landing Wharf near Gladstone. A five kilometre lateral gas pipeline would have been constructed to deliver the natural gas from the Gladstone City Gas Gate to the plant. The projects first stage would have produced half a million tonnes of LNG per year and Stage 2 one million tonnes per year.

The project was being assessed by a voluntary environmental impact statement (EIS) under Part 1 of Chapter 3 of the Environmental Protection Act 1994 (EP Act). The project’s terms of reference (TOR) were finalised on 28 May 2008 following a public comment period.

On 21 August 2008, the proponent submitted an EIS based on the TOR in accordance with section 47 of the EP Act. However, on 1 October 2008 the proponent asked to withdraw the EIS due to the need to reconfigure the LNG facility layout and determine a long-term supply of gas to the plant for the project. The department agreed to that request and advised the proponent of the requirement to submit the EIS on or before 28 May 2010.

Since that time there have been three (3) further requests from the proponent for extensions to the submission period for the EIS for the project. The final extension granted was until 6 January 2012, a period of approximately three years and eight months from the date the TOR were finalised. In December 2011, the department refused to grant a further extension of the submission period. The proponent was therefore required to submit an EIS on or before 6 January 2012.

An EIS was not submitted by 6 January 2012 so, in accordance with section 47(1) of the EP Act, the final terms of reference for the project cease to have effect. The EIS assessment process has lapsed.
