Blue cards for Parents and Citizens associations
Parents and Citizens (P&C) associations work in partnership with their school principal to promote the interests of the school and facilitate its development to achieve the best possible outcomes for students.
Members of the P&C are captured under either:
- Schools—Employees other than teachers and parents category of employment, or
- Education and care services category of employment and business.
Whether a blue card is needed depends on:
- the type of role—Executive Member or Ordinary Member
- the services for which the P&C is responsible
- whether the P&C is responsible for the provision of an outside school hours care (OSHC)
- if the person intending to take on a role has a child attending the school
- if the role within is a paid or a volunteer position
- if the person intending to take on a role is a registered teacher.
If you do require a blue or exemption card, you will need to have your card before you join the P&C.

When you don’t need a blue card
If you are an Executive Member of the P&C—and it doesn’t have responsibility for OSHC—you don’t need a blue card if you are a:
- volunteer parent of a child attending the school
- registered/approved teacher.
If you are an Ordinary Member of the P&C you don’t need a blue card if you are a:
- volunteer parent of a child attending the school
- registered/approved teacher.
When you do need a blue card
If you are an Executive Member of the P&C you do need a blue card if you are a:
- volunteer parent of a child attending the school and the P&C has responsibility for OSHC
- volunteer (no child attending the school)—if the P&C has responsibility for an OSHC you will need to apply for a blue card as a business operator, and if the P&C doesn’t have responsibility for OSHC you will need to apply for a volunteer blue card
- registered/approved teacher and the P&C has responsibility for OSHC—you will need to apply for an exemption card.
Executive members are also responsible for ensuring the organisation complies with blue card obligations.
If you are an Ordinary Member of the P&C you do need a blue card if you are a:
- volunteer (no child attending the school)—apply for a blue card.
