Terms and conditions

In this document, the term 'You' means the artist who submits an entry into the competition.

By entering the competition, You agree to these terms and conditions, including any amendments made by the Office for Youth.

  • Please note: The Office for Youth may amend the terms and conditions at any time until the closing date of the competition.
  • The competition will be governed by the laws of Queensland.

About the competition 

  • Entry is free.
  • The competition is open to all Queensland residents aged 12–25.
  • The competition commences on Sunday 6 April 2025.
  • Entries must be submitted by 5pm AEST, Sunday 4 May 2025.
  • No late entries will be accepted.

Eligibility requirements

A. Your eligibility

To be eligible, You must:

  • be a Queensland resident at all times from the date of entry to the date the winner is announced (which is to be by 30 May 2025);
  • be between the ages of 12–25 (inclusive) years of age as of Saturday 12 April 2025;
  • be the artist of the artwork;
  • if under the age of 18, have permission to enter the competition from your parent or legal guardian; and
  • be able to provide proof of residency and age upon request.

Only one entry per artist will be accepted.

Office for Youth reserves the right to:

  • verify the validity of all entries;
  • disqualify any entrant for submitting an entry that is not in accordance with these terms and conditions;
  • modify, vary, extend, terminate, or cancel the competition without compensation to any person; and
  • accept or reject any entry in its sole discretion.

B. Artwork eligibility

To be eligible, the artwork must:

  • be an original creation by You (photos, including edited photos, are not eligible);
  • not have been created, wholly or partially, by artificial intelligence (AI);
  • be created and submitted in a digital format;
  • not have been previously entered in any other art competitions;
  • be free from any encumbrances, licences, charges, or other contractual obligations;
  • not incorporate any third-party material;
  • be unpublished, meaning it has not been previously shown or shared in any digital or printed format;
  • remain unpublished until:
    • if You win the competition or are a runner up – the Office for Youth finalises its promotion of Queensland Youth Week 2026; or
    • if You do not win the competition – the competition is finalised, and the winner has been announced by the Office for Youth;
  • not identify, or include sufficient information to identify, any other people (e.g. no images, names, etc);
  • to the maximum extent possible, exclude any information or other details which could identify You (e.g. images or details of your home, school or workplace, contact details, etc).  This does not prevent You from submitting a self-portrait or from including your artist’s signature within the artwork if You choose to do so.
  • be G-rated and not contain any mature or inappropriate themes, such as:
    • nudity/sexual content;
    • offensive/discriminatory logos or symbols;
    • offensive/discriminatory language, such as slurs or swearing;
    • depictions of illicit drug use, violence, blood, gore, or injury;
    • depictions of self-harm, suicide, or suicidal ideation;
    • any other themes or content which could damage the goodwill or reputation of the Office for Youth if it used the artwork to promote Queensland Youth Week 2026.

AI generated artworks

Artificial intelligence (AI) generated artworks will not be accepted by the Office for Youth. All artworks submitted must be created entirely by the artist and be uniquely and solely their work. The Office for Youth requests that You are honest with your submission and refrain from using AI services. You will be required to submit evidence of your original design process (e.g. sketch, progress image, screen recording, etc) to verify that your artwork was not artificially generated.

The Office for Youth acknowledges that AI-generated art represents a fascinating evolution in the creative landscape, showcasing the potential of artificial intelligence to be used by people to produce visually compelling and imaginative works. However, we understand that the current landscape of AI-generated art raises complex ethical questions about originality and copyright, especially when some AI outputs are heavily derived from existing artworks. We appreciate that many young people have found imaginative and original ways to incorporate AI-generated art into their own original designs, however we want this competition to focus on originality and personal expression, and subsequently AI-generated art is excluded from the 2025 Queensland Youth Week Artwork competition.

Indigenous Cultural and Intellectual Property

Indigenous Cultural and Intellectual Property (ICIP) refers to the rights of First Nations people to protect their traditional arts and culture, including the protection of traditional knowledge and cultural materials, and the right to control and benefit from their use.

To ensure the Queensland Government can support artists to protect traditional knowledge and cultural materials, we ask You to consider ICIP when creating and submitting your artwork, and to refrain from utilising protected knowledge and sacred cultural materials unless You have first sought and obtained appropriate consent from the traditional custodians.

If You incorporate ICIP into your artwork You will be requested to provide additional information.

ICIP protections do not restrict the use of Indigenous designs and patterns. Office for Youth encourages and welcomes artworks with artistic elements from First Nations cultures, which are used in accordance with principles recognising and protecting ICIP.

Licence of artwork

  • The winner will be required to grant the Office for Youth two licences (both being worldwide, royalty-free, unconditional, irrevocable, sublicensable and transferable):
    • an exclusive intellectual property licence to permit the Office for Youth to use the artwork to advertise, promote and publicise Queensland Youth Week 2026; and
    • a non-exclusive and perpetual intellectual property licence from the conclusion of Queensland Youth Week 2026 to permit the Office for Youth to use the artwork for legacy purposes associated with the conduct of Queensland Youth Week 2025 and 2026.
  • The runners up will also be required to grant the Office for Youth, a non-exclusive, worldwide, perpetual, royalty-free, unconditional, irrevocable, sublicensable, and transferable intellectual property licence to permit the Office for Youth to use the artwork for legacy purposes associated with the conduct of Queensland Youth Week 2025 and 2026. The Office for Youth may contact the runners up for additional permissions as needed.
  • If the winner or runners up do not grant the required licences to the Office for Youth, then the prize will be forfeited, and the Office for Youth may select another winning entry at its sole discretion.
  • The copyright in the artwork remains the property of the artist.

Prizes

  • Successful submissions will be awarded prizes at the following amounts:
  • 1st place artwork selection: $1,000
  • 2nd place artwork selection: $500
  • 3rd place artwork selection: $250
  • These prizes are not transferable, exchangeable, or redeemable for any other item.
  • The prize amounts are correct at the time the terms and conditions were first published. The Office for Youth accepts no responsibility for any variation in the commissioned value.

Determination of winner and runners up and associated consents

  • The winner will be judged by an independent panel by 5pm AEST on 20 May 2025.
  • Judges will have complete discretion in assessing entries, applying the judging criteria, conditions of entry and determining the successful submissions.
  • The determination of the winner and runners up is final and binding. The Office for Youth will not enter into any correspondence regarding the result in the event of a dispute.
  • The winner and runners up will be announced through Queensland Government social media accounts including the Queensland Youth Facebook and Instagram accounts, website, and email newsletter.
  • You consent to your name, photograph, artwork, biography and social media accounts being published if You are announced as the winner or a runner up. Publications will be on Queensland Government social media accounts including the Queensland Youth Facebook and Instagram accounts, website, and email newsletter. You acknowledge that this means that personal information about You will be provided to the third-party service providers and associated parties which operate and support the platforms, and their use of that information will be governed by the terms of use of those platforms.
  • The winner and runners up will be notified by phone or email shortly prior to the public announcement of the winner and runners up.
  • If You are under 18 years of age, consent will be sought from your parent or legal guardian for the publication of your details if You win or are a runner up.

Prize collection

  • Once the winner and runners up are selected and eligible to receive the relevant prize, they must be added as a vendor into the Department of Housing and Public Work’s financial system in order to receive payment and will be required to submit an invoice to the Office for Youth for the appropriate prize amount. The Office for Youth will provide a template and assist with completing the appropriate details.
  • Recipients must quote a valid Australian Business Number (ABN) in the invoice to receive payment. If the recipient does not have a valid ABN, they must provide a “Statement by a Supplier” as an attachment to the invoice stating that the payer is not making the payment in the course of carrying on an enterprise in Australia.
  • If the prize is not claimed or the winner cannot be contacted after reasonable efforts by the Office for Youth to confirm the winner’s details using the contact information provided by the winner when entering the competition, then the prize will be forfeited. In the event of any forfeited prize, the Office for Youth may select another winning entry at its sole discretion.

Promotional activities

  • The winner and runners up may be requested to participate in promotional activities and must cooperate with any reasonable requests of the Office for Youth in relation to such promotional activities.
  • By entering this competition, the winner and runners up consent to the promotional activities as outlined in the ‘Determination of winner and runners up’ section.

Entry conditions

For your artwork to be considered, you must comply with the following:

  • submit your artwork by 5pm AEST Sunday 4 May 2025 through the online submission form.
  • ensure the artwork is in a digital format (e.g., JPEG, PNG, PDF) in the highest quality possible with a maximum file size of 5MB.
  • provide the following details: title of your artwork, brief description of the key themes in your artwork, date of completion of your artwork and digital art tool/s used to create your artwork.
  • provide confirmation about whether or not your artwork incorporates any ICIP.

If requested by Office for Youth, all entrants must promptly provide:

  • proof of age and residency in Queensland
  • evidence of original design/artwork completion
  • additional details about the ICIP incorporated into the artwork (if any).

How the competition will be judged

  • The Office for Youth wants to ensure the artworks chosen, represent the young people of Queensland and are inclusive of their values, sentiment, experiences, and taste. To ensure this, the artworks will be judged by a panel of young people external to the Queensland Government and independent of the competition. The panel will be made up of young people between the ages of 12-25 (inclusive) from across Queensland who work with the Office for Youth to ensure young people’s views and ideas are reflected in the work we undertake.
  • An expression of interest will be distributed to the Office for Youth network of young people to establish a panel that will reflect the values and criteria of the competition and young people.

Criteria

The judges will be looking for artwork that reflects Queensland’s young people. All judging will be made on the basis of the following criteria:

  • Overall artistic skill and use of digital artistic elements
    Artwork will be judged on the skills and talent present, including the use of complex and meaningful artistic design choices and elements.
  • Originality of concept and design
    Artwork must be unique. It will be judged based on how themes and ideas are represented in innovative art forms, symbolism, etc.
  • Inclusion of youth sentiment, values, and experiences
    To represent Queensland Youth, artwork must reflect things important to them. This can include acknowledgement of diverse youth groups/diverse elements, reflection of youth value, or allusion to experiences specifically relevant to young people.
  • Narrative, storytelling and positive messaging Artists are encouraged to tell a story in their artwork to convey uplifting and optimistic messaging that inspires and celebrates Queensland Youth.
  • Positive representation of Queensland Youth/Queensland Youth Week
    Artwork should aim to showcase the liveliness and positive aspects of the lives of young Queenslanders, by depicting achievements, joy, empowerment, and inspiration.

Exclusion of liability

The Office for Youth is not responsible for receipt of incorrect, inaccurate, or incomplete entries caused by the entrant or during submission.

To the maximum extent permitted by law, the Queensland Government and its employees, agents, and contractors are not liable for any loss or damage suffered or incurred by any person in relation to the competition, including but not limited to, consequential and indirect losses by reason of any act or omission, deliberate or negligent, by the Queensland Government, its employees, agents, and contractors.

This exclusion does not affect, and is not intended to affect, any rights a consumer may have, which are not able to be excluded under applicable Australian consumer protection laws. To the maximum extent permitted by law, any liability of the Queensland Government or its employees, agents, and contractors for breach of any such rights is limited to the value of the prizes awarded.

If the competition is interfered with in any way or is not capable of being conducted as reasonably anticipated due to any reason beyond the reasonable control of the Office for Youth, the Office for Youth reserves the right in its sole discretion to modify, suspend, terminate, or cancel the competition, without compensation to any person.

The Office for Youth’s conduct of the competition and the provision of the prizes should not be construed as expressing or implying any endorsement of any product, service, or business.

Privacy Notice

Office for Youth is collecting the personal information contained in the online submission form for the purpose of administering the competition, including contacting the winner and runners up and announcing the winning and runners up entries.

By entering the competition, You agree to being contacted by the Office for Youth.

Your personal information will only be used by the Office for Youth for the purpose of administering the competition and as otherwise set out in the terms and conditions. It will not be used for any other purpose or disclosed to any other third party without your consent, unless required or permitted by law. You may be contacted as part of evaluation or to inform best practice for the following year/s competitions.

The Office for Youth will announce the winning and runners up entries through its social media accounts, website, and email newsletter. This means that the personal information of the winner and runners up, being their name, photograph, artwork, biography and social media accounts, will be disclosed to the third-party service providers and associated third parties which provide and support the nominated communication methods. Their use of that information will be governed by the terms of use of those platforms.
