Certificate 3 Guarantee
The Certificate 3 Guarantee subsidises course fees for Queenslanders to help them access training and complete their first post-school certificate III qualification.
It is targeted at certificate III qualifications because they are considered the entry-level qualification most often needed to gain employment in many industry sectors.
Registered training organisations (RTOs) must apply to become a Skills Assure supplier (SAS) to deliver training under the Certificate 3 Guarantee. Once approved, the RTO will be listed on the Queensland Skills Gateway as an approved SAS.
Funding under the program is fully contestable, allowing Queenslanders to choose their preferred SAS.

Qualifications and subsidy levels
The Priority Skills List lists the qualifications funded under the Certificate 3 Guarantee and the subsidy levels. Subsidy levels vary for concessional and non-concessional students.
Who receives the subsidy?
The subsidy is paid directly to the SAS on behalf of the student once training is delivered and reported.
Under the program, students are expected to pay a co-contribution fee. The co-contribution fee amount is set by the SAS. The co-contribution fee may be paid on behalf of the student by their employer or another third party, but not by the SAS.
Skills Assure supplier requirements
Skills Assure suppliers must meet a number of performance standards if they wish to participate and maintain their SAS status. Refer to the SAS Policy and SAS Agreement for more information.
