Managing landfill operations in the NON-levy zone

Operators of waste disposal sites located in the non-levy zone are only required to pay the levy on waste they receive which was generated in the levy zone or interstate.

Once accepting levyable waste, refer to the levy zone summary page, which explains how to meet your obligations when disposing of waste to landfill in Queensland.

Once a waste disposal site receives greater than 600 tonnes of levyable waste generated in the levy zone or interstate during a year, the operator obligations will be the same as those in the levy zone.

Prior notification of waste delivery from levy zone/interstate

A person delivering waste in a vehicle with a gross combination mass/gross vehicle mass (GCM/GVM) of more than 4.5 tonnes generated in the levy zone/interstate, is required to notify and provide information to the waste disposal site operator in the non-levy zone at least 24 hours prior to delivery.

Mixed loads of levy/non-levy zone waste

Waste delivered to a waste disposal site in the non-levy zone that has been mixed with waste generated in the levy zone/interstate is taken to have been all generated in the levy zone/interstate (unless there is a prior agreement with the department).

Data reporting requirements when accepting levyable waste

Monthly summary data return

If your site receives any waste from the levy zone or interstate, you must submit a monthly summary data return by the end of the following month. See instructions on how to submit a monthly summary data return.

Weighbridge Requirements

If a site receives more than 600 tonnes of levyable waste during a year, the operator must install a weighbridge by 30 June in the following year.

Volumetric Survey Requirements

If a site receives more than 600 tonnes of levyable waste during a year, the operator must undertake a volumetric survey in the first 6 months of the following year for each active landfill cell at the site and all stockpiled waste at the site.
