Lake Lindsay project

Anglo Coal (Capcoal Management Pty Ltd) is the proponent for a new open-cut coal mine to be known as the Lake Lindsay Project. The proponent lodged a Voluntary EIS application for the project that was accepted by the department on 23 January 2004. The department managed the assessment of the project using the EIS process set out in Chapter 3, Part 1 of the Environmental Protection Act 1994 (EP Act). The EIS process is now complete, and the application has progressed to the draft environmental authority stage.

The proposed project is in the Broadsound Shire located 25km south-east of Middlemount and 60km north of Blackwater in the Bowen Basin, Central Queensland. The proponent holds tenement under Mineral Development Licence (MDL) 170. The proposal involves mining up to 6Mtpa of volatile bituminous black coal for up to 30 years. The proposed mining area of 4173ha will be subject to a Mining Lease application.

Coal will be hauled by truck or overland conveyer 25km north-west to the existing German Creek mine for processing through the existing coal handling and preparation plant and transported off-site for export via the existing German Creek rail loop. Blasting will be necessary prior to conventional truck and shovel strip-mining, encompassing dragline operations to a depth of 80m later in the mine life. Flood levee banks will be constructed parallel to Oaky Creek during the life of mine to protect the mining operations from flood events up to the 100-year Average Recurrence Interval.

The proponent's EIS addressed a range of environmental issues, including site water discharge into Oaky Creek, potential dust nuisance and noise impacts, effects on flooding associated with the levee banks, levee bank management post-mining, and final void rehabilitation. The department's EIS assessment report concluded that the project was suitable to proceed and recommended mitigation measures to address the potential impacts of the project.
