The National Rental Affordability Scheme (NRAS)
The scheme is an Australian Government initiative, supported by the Queensland Government to increase affordable housing for low-to-moderate income households.
NRAS in Queensland will conclude by 30 June 2025. Following the former Australian Government’s decision in 2014 to discontinue NRAS once incentives expire, the remaining NRAS rental homes in Queensland will exit the scheme by mid-2025.
The Department of Housing, Local Government, Planning and Public Works encourages all current NRAS tenants to seek assistance from their local RentConnect officer up to 12 months prior to the NRAS incentive expiring. The department offers social housing for eligible customers and a suite of products and services to assist people to secure and sustain an alternative private rental home or get on the pathway to owning their own home. For investors
The scheme offers investors an annual financial incentive to buy new, affordable homes and to rent them for at least 20 per cent below market rents to low-to-moderate income households.
The annual financial incentive is currently $11,615.31 per dwelling and is indexed annually to the rental component of the Consumer Price Index. The incentive has two parts:
- the Australian Government contribution of $8,711.48 per year for up to 10 years as a refundable tax offset, or a cash payment for charitable institutions
- the Queensland Government contribution of $2,903.83 per year for up to 10 years as a cash payment for dwellings in Queensland.
NRAS properties must be rented to tenants that meet the eligibility criteria.

Approved participants are groups of investors that already invest in the National Rental Affordability Scheme. A list of approved participants can be found at the bottom of this page.

Property and tenancy managers
Property and tenancy managers must be nominated by an approved participant and approved by us before leasing a property under the scheme.
Property and tenancy managers for NRAS should be one of the following:
- Registered Community Housing Provider under the Housing Act 2003
- Licensed real estate agent
- Local government.
