Register as a SwimStart referral agent
Registered SwimStart referral agents can assist families in genuine financial need to access SwimStart vouchers by:
- promoting the program
- helping families set up an account and apply for a voucher
- providing access to a computer
- assisting parents, guardians and carers who are experiencing language barriers
- assisting the parent/carer/guardian if the child does not have a valid Health Care Card or Pensioner Concession Card.
- applying for vouchers on their behalf using the parent/guardian/carer details.
If you are already registered as a FairPlay referral agent and wish to become a SwimStart referral agent, you will need to re-register under this program.

7 November 2023 at 9am | SwimStart round 1 opens for voucher applications |
31 May 2024 at 5pm | Round 1 closes for voucher applications |
7 June 2024 | Last day for round 1 vouchers to be presented to an activity provider |
12 June 2024 at 5pm | Round 1 closes for vouchers to be redeemed by an activity provider |
Eligibility
SwimStart referral agents must be aware of the obligations for referring a child or young person to the vouchers program:
- only referring a child/young person that you have known in your professional capacity for a minimum of 3 months
- agreeing to not refer immediate family
- agreeing to not specify at which activity provider the voucher should or must be redeemed
- upon request from the Department of Tourism and Sport be able to justify the financial reasons why the child or young person has been referred
- being aware of the privacy collection notice.
Referral agents can include:
- Community Health Worker
- Child Safety Officers
- Child Care Centre Directors/Managers
- Kindergarten or Pre School Directors/Managers

Register as a SwimStart referral agent
Registered FairPlay referral agents who wish to refer a child to Swimstart, will need to reregister under this program.
Referral Agents must be approved in the Enquire system before assisting families.
How to register in Enquire
- Review the eligibility and if eligible, click ‘Register ’ an account.
- Use your official work email to register.
- Register to login.
- Complete your user profile and read the privacy statement.
- Follow the steps and click save.
- If you are directed to the voucher application page, go to apply for a voucher; or if you are on the 'Select Account Type' screen, click ‘Register’ under 'Individual Account'.
- Click ‘Apply’ next to register as a referral agent.
- Open and read the privacy statement. Click ‘OK’.
- Follow the prompts and save to submit your registration.
- Your application to become a referral agent will be assessed by the department, and you will be advised of the outcome within 1-2 weeks.
