We are committed to giving body corporate members, committees, and industry groups information and tools to help them better understand body corporate legislation, and to avoid and resolve disputes.

My office has a really long title so get ready … The Office of the Commissioner for Body Corporate and Community Management. Or BCCM for short.
If you live, invest or work in bodies corporate, we’re your go-to source of information.
We provide information on a number of body corporate legislations. These include the Body Corporate and Community Management Act and associated regulations, and the Building Units and Group Titles Act and Specified Acts.
It helps us if you know which legislation applies to you before you make an enquiry. If you don’t know, you can find out by asking Titles Queensland.
We want to get the right information into the right hands at the right time by providing a range of information across all sorts of areas, such as by-law enforcement and maintenance responsibilities in bodies corporate.
Depending on what legislation applies to you, we can provide conciliation, adjudication or an order of a referee to resolve your dispute. It’s a valuable role to help you find common ground with your neighbours.
But it’s important to note we cannot provide legal advice, or do things like review documents or advocate for one party over another.
We also cannot provide information or advice on other matters such as building codes or property industry regulations. Other bodies look after these areas.

Our Information and Community Education Unit
We provide information to the community about body corporate legislation.
Most bodies corporate operate under the BCCM Act, however, some resorts and mixed-use developments are governed by the BUGT Act and specialised planning laws, such as the MUD Act.
Changes to the BUGT Act and the MUD Act were recently passed to provide fairer and more transparent body corporate arrangements in relevant developments.
The changes ensure that unit owners in bodies corporate regulated by the BUGT Act or the MUD Act will benefit from many of the same protections that already apply for other Queensland unit owners.
Changes to the BUGT Act and the MUD Act include:
requirements for bodies corporate and committees to act reasonably when making decisions and performing their roles
new committee eligibility requirements
fairer rules for voting at general meetings
increased transparency in body corporate decision making
strengthened laws to prevent conflicts of interest
enhanced financial management practices
increased access to information, education and dispute resolution services for lot owners.
As of 1 December 2022, we provide information to the community about your rights and obligations under the BUGT Act. We also give the community information about the administration and financial management of bodies corporate under the IRD Act, MUD Act and SCR Act.
Unless you have a current dispute resolution application lodged with us, your query will be referred to the information service.
