Transport and motoring assistance
If you live in a Queensland disaster activated area, you may be eligible to apply for transport and motoring assistance for:
Activated areas
The Queensland Government has activated the Personal Hardship Assistance Scheme for affected areas:
- Dirranbandi Bushfires, commencing 5 November 2024
Notice is hereby given in accordance with section 180 of the Transport Operations (Road Use Management—Vehicle Registration) Regulation 2021 that the Department of Transport and Main Roads Natural Disaster Assistance Package is activated in all areas where the Personal Hardship Assistance Scheme has been activated. Refer to the Queensland Reconstruction Authority website and map for affected areas:
- communities within Balonne Shire Council affected by Dirranbandi Bushfires, commencing 5 November 2024
- this notice will be effective between 6 November 2024 and 3 December 2024.
Vehicle registration assistance
The types of vehicle registration assistance and their eligibility requirements are listed below.
Surcharge and late fee exemptions
Surcharges and late fees will be waived automatically:
- pay no surcharges if your registration term is less than 12 months
- pay no late fees that are normally due when registration is paid after the registration expiry date.
Eligibility
Your vehicle must be garaged in a current activation area.
To apply
- you don't have to do anything
- surcharge and late fees will not be included in the amount payable on your registration notice
If you don't pay your registration by the due date, your vehicle will be unregistered and can't be used on the road until you have paid the registration.
Shorter registration terms
You can access a shorter 3-month registration term without paying a surcharge or enrolling in direct debit.

Your vehicle must be garaged in a current activation area.

Replacing lost or damaged number plates
If damaged during a disaster, your number plates can be replaced for free. This does not apply to personalised or customised number plates.
Eligibility
- your vehicle must be garaged in a current activation area.
- this is for standard-issue number plates only.

Defer seasonally registered vehicles for up to 2 years
Seasonal registration allows an eligible heavy vehicle owned by a primary producer to be registered for 3 or 6 months and then have the registration term made dormant (put on hold) while it’s not being used (such as outside of a harvest period). The vehicle’s registration may be left on hold for up to 1 year before starting the next seasonal registration term.
In a current activation area, you can extend the dormant period for up to 2 years.
Eligibility
- your vehicle must be garaged in a current activation area
- your vehicle must have dormant seasonal registration.
To apply
Complete the Seasonal Registration Application form (F2336) and lodge it in person at a transport and motoring service centre.
To defer your seasonal registration for a second year, you must resubmit this form before the first seasonal registration deferral expires.
Fodder transport with primary producer concession
If you have vehicles registered under the Primary Producer Concession Scheme, you can use these vehicles to transport fodder to other eligible primary producers who are in a current activation area.
You can use Primary Producer Concession Scheme vehicles for this purpose for up to 1 year after the date of the activation in the area where the primary producer receiving the fodder is located.
Eligibility
- the primary producer transporting the fodder does not need to reside in a current activation area.
- the fodder can be transported to the primary producer's disaster-declared property or area if:
- only actual transportation costs for the fodder are charged (i.e. transportation is not provided for reward or under a commercial arrangement)
- vehicles comply with legal axle loadings
- vehicles do not exceed the registered or manufacturer’s capacity
- fodder is transported from another state or territory, the vehicle must comply with the requirements of each state or territory that it travels through.

There is no requirement to apply for this measure.
Certificate of inspection 2-month extension of time to meet requirement
Registered operators of Certificate of Inspection (COI) vehicles can apply for a 2-month extension of time to meet the requirement for a COI. This extension is also available to clear an outstanding defect notice.
Eligibility
Your COI vehicle must be garaged in a current activation area.

Licensing and other transport and motoring products assistance
You may be able to apply for the following assistance.
Licence or photo identity smartcards replacement
You can apply for free replacement of your lost or damaged smartcards.
Eligibility
- you live in a current activation area
- your TMR issued smartcard (driver licence or photo identity card) has been lost or damaged in a natural disaster.
To apply
- visit a transport and motoring service centre
- if your driver licence or photo identity card is damaged, you must bring it with you to get your replacement
- if your smartcard is lost, make sure you bring enough documents to meet the standard evidence of identity requirements and complete a statutory declaration.
Learner logbooks replacement
You can get a free replacement of your learner logbook if lost or damaged in a natural disaster.
Eligibility
- you live in a current activation area
- your learner logbook has been lost or damaged in a natural disaster.
To request a new logbook

Industry licences, accreditation documents or books replacements
You can request free replacement of your industry licence, accreditation document or book if lost or damaged in a natural disaster.
Eligibility
- you live in a current activation area
- you have lost or damaged any of the following items due to a natural disaster:
- Driver Authorisation Industry Authority
- Operator Accreditation Certificate books
- Dangerous Goods Driver Licence
- Approved Inspection Station document
- Approved Inspection Station certificate books
- Approved Examiner Certificate of Accreditation
- Approved Person Certificate of Accreditation
- Modification certificate books
- Tow Truck Driver Industry Authority
- Tow Truck Assistant Industry Authority card
- Tow Truck Towing Authority card
- Pilot Vehicle Driver Industry Authority card
- Escort Vehicle Driver Industry Authority card
- Pilot/Escort Movement Record book
- Traffic Controller Industry Authority card
- Accredited Driver Trainer or Rider Trainer Industry Authority card.

- if your product is damaged, you must bring it with you when you apply for replacement
- if the product is lost, bring enough documents to meet the standard evidence of identity requirements and complete a statutory declaration.
National Driver Work Diaries replacement
You can request free replacement of your National Driver Work Diary if it is lost or damaged in a natural disaster.
Eligibility
- you live in a current activation area
- your National Driver Work Diary has been lost or damaged in a natural disaster.
To apply
- visit a transport and motoring service centre.
- if your diary was damaged, you must bring it with you when you apply for replacement
- if your diary was lost, you will need to complete a statutory declaration.
Infringement notices replacement
Contact the Queensland Revenue Office on 1300 360 610 (open Monday to Friday, excluding public holidays) to request a free copy of a lost or damaged infringement notice.
Disability parking 3-month extension to apply for a further permit
If you hold a Disability parking permit and live in a current activation area, you will receive an additional 3-month extension before being required to submit your ‘Invitation to Apply Notice’ for a further permit.
This means you’ll have 6 months from your permit expiry date to apply for a further permit and you will not need to apply again or pay the application fee.
If you are unable to present your ‘Invitation to Apply Notice’ because it has been lost, stolen or destroyed, you may complete the standard Australian Disability Parking Permit Application (Individual) form (F4814) and note on the form that the application is an invitation to apply.

- you hold a current disability parking permit

- you will automatically receive the 3-month extension.
