Primary producer and co-operative association concessions

A concession is available for vehicles that are used by recognised primary producers and co-operative associations involved in the business of primary production.

Recognised primary producers

This concession is available to recognised primary producers who carry on a business in which the main activity is the production of primary produce. A recognised primary producer is a primary producer who has met the evidentiary requirements of a recognised primary producer, as outlined in the application form.

Vehicles must be registered in your name and must be used solely in connection to your business as a primary producer. This concession can be applied to more than 1 vehicle.

Eligible vehicles for this concession are:

  • prime movers or trucks with a gross vehicle mass (GVM) of 6t or more
  • trailers with an aggregate trailer mass (ATM) over 4.5t.

Beekeepers are considered primary producers. However, for beekeepers with vehicles used solely as mobile workshops, the concession for vehicles used as a mobile workshop solely to carry on the business of beekeeping may apply.

How to apply

Complete the primary producer concession/qualification application (F5381) including the declaration from a tax agent or qualified accountant which confirms that your main source of income comes from primary production. Take the form and tax declaration to your nearest transport and motoring customer service centre or, if you live in a rural area, a QGAP officeMagistrates Court or local police station that provides vehicle registration services.

From 7 July 2023, individuals making application for a concession or to enter into a vehicle sharing agreement must meet the new eligibility requirements, including having a declaration from a tax agent or qualified accountant which confirms that your main source of income comes from primary production.

This is required even if you already have a vehicle registered under the scheme. You only need to do this once, and you must do this before you apply to enter into a vehicle sharing arrangement with another qualified primary producer or register a new vehicle under the scheme.

Co-operative association

Eligible vehicles for this concession must be registered in the name of the co-operative and may only carry produce owned by a member of the co-operative. Vehicles can only be used to carry produce between the point of primary production and the first point of processing (e.g. mill) or other transport (e.g. railway). This concession can be applied to more than 1 vehicle.

Eligible vehicles for this concession are:

  • prime movers or trucks with a gross vehicle mass (GVM) of 6t or more
  • trailers with an aggregate trailer mass (ATM) over 4.5t.

Vehicle sharing initiative - recognised primary producers

Recognised primary producers may nominate up to 5 other recognised primary producers (nominated primary producer) they may share their vehicle with. The following rules apply.

Registered operator (sharer)

  • Must be a recognised primary producer
  • Must complete Part A of the primary producer sharing application (F5384) for each nominated primary producer (borrower) transaction
  • May select up to 5 nominated primary producers
  • May choose to share more than 1 vehicle
  • Must not advertise or arrange for hire or hire the concessionally registered vehicle.

Nominated primary producer (borrower)

  • Must be a recognised primary producer
  • Must complete Part B of the primary producer sharing application (F5384)
  • Must carry letter of authority in vehicle at all times.
  • Must not use, nor permit the vehicle to be used, for a purpose other than for carrying on the producer's business as a recognised primary producer.
  • Must not advertise or arrange for hire, or hire the concessionally registered vehicle.

Failure to comply with the rules of sharing may result in penalties in excess of $12,000.

How to apply

Complete the primary producer sharing application (F5384) and email it to CSO.Processing@tmr.qld.gov.au.

To apply for a vehicle sharing arrangement, you must have met the new eligibility documentation requirements which were introduced on 7 July 2023. Please refer to the following checklists and see recognised primary producers for information on how to meet the requirements.

Farm plates

This concession is available if you are a primary producer involved mainly in the production of raw material for clothing or food (derived from agriculture, dairying, fishing, raising of livestock or viticulture). Vehicles must be registered in your name and used solely in connection to your business as a primary producer. This concession can be applied to more than 1 vehicle.

Vehicles not eligible for farm plate registration include:

  • farm tractors
  • motorcycles (complying and non-complying).

Vehicles registered with farm plates can only travel between different parcels of land managed by the registered operator as part of their business as a primary producer.
